The obligation follows the collection and use of personal data, not company size. A small business with a contact form and a customer list is within scope.

Can we copy another site's policy?

You should not. The document must match what your system genuinely does; a mismatched policy causes more problems than none, and duplicated text does your site no favours either.

Do you give legal advice?
